Seiko

Have a problem with my Seiko Motor Clock, 2 jewels, wooden cabinet, powered by a 9 volt battery. I cannot slow it down. The hairspring adjuster doesn't change the speed, it is attached correctly as much as I can tell. It also chimes, but not accurately. Quite a handsome clock IMO, but I've never seen another one. Any ideas…?
