need advice for buying a watch from Switzerland

i have an opportunity to buy a second hand watch from a private seller on Chrono24, but is located in Switzerland and I in the US.

how do i go about payment, in terms of import duties or tax i am on the hook for ?

the watch can be declared @ 400 USD value.
