Moral dilemma,

I work as a contractor to my local authority providing disabled adaptations to individuals in there homes, changing baths to showers, ramps, steps, level access external doors and other such stuff. All the people i meet are in dire need mentally or physically, this month i have met a man my age-56 battling advanced parkinsons and currently a 80 year old woman originally from Caricou in the Grenadines. Dementure is here , we range from who are you to you are a ray of joy to me all within the hour. This is a means tested scheme and ring fenced by the government awarded on a cheapest quote. Its real hard work to get a decent return.

Thursday in a lucid period she is sat on the stairlift running me thru all the family pictures of happier times on the walls of the landing and has a pile of paperwork on her lap. Asking me to look at a document, page 15 of a bank statement showing a balance past 3 Daytonas and well beyond the means test, but its only the last page. Lady then goes into detail of how her kids are taking money out of the account without permission and no discussion, no food in the house only takeaway every night and she does not know where the funds are going and cant get an explanation. I did sort of nod my way thru it yes and no at appropriate times as i was on with some plumbing stuff and directing her to speak to her bank.

Today the current bank statement arrived and as the sparkies were leaving i was called into the lounge and asked to sit down,handed the full 15 pages and with permission i could see ATM with drawals at over 1000 a month and 90-100 a week at supermarket. For all the world now it looks like the lady is bang on- unless this is a formal pre arranged thing which i doubt.

The daughter is not a nice person- my view having spent time with her
The Son would not even assist with the set up of the job, liason,introduction etc
She is way past means test threshold
I am on call for warranty for a year past completion
Any issue with the grant or an investigation of such could jeopardise my payment- over 5k

She is a really nice old lady and when lucid a colourful carribean character,also lonely, i believe the kids are pulling the strings,cleaning her out and neglecting her a bit.

Now, i feel as something is a bit off i should do something, what to do without me losing out or having having the warranty abused. We as contractors have a structure above us of surveyors with that team having its own internal management in tiers. When i stated this work in 2008 a junior surveyor whom i did an awful lot of work with has risen to the very top and i still have a first name-personal mobile type of arrangment with, my feeling is to first call her after i finish the job on Monday.

I dont want to make a problem for me going forward or jeopadise my payment, i dont want to do nothing either.
