Afetr buying a lovely new staking set, I decided to pore back over a PDF of K&D's "Staking Tools and How to Use Them." I didn't notice before, but there is a section in the very end (p.160-163) explaining how to stretch a train wheel, and even a balance wheel! I must admit it never occured to me to check the depth of train wheel, and I'm not sure I'd even know what I'm looking at if I did.
They describe it as an emergency measure on watches which are too cheap to justify fitting new wheels…
