Is it rust?

Is this rust on the back, specifically the ring that screws on and holds the case back in place? The spring bars were rusty but just noticed this and am kinda surprised since I know spring bar ends can rust but not something like this unless it is also a different metal. My other, new, Amfibia has begun stopping (even after winding and smacking) so I am two for two this week
