Bulova Marine Star bezel hard to turn

My Marine Star is a pain to get the bezel to turn. The design has areas that are very smooth and hard to grip. Would have been nice if they would have added some slots or rides to help. Tried oiling and working the bezel which helped a little but it’s still not smooth Turning.

Any suggestions as to a way to improve the function would be appreciated.
