Tritium rotating bezels and safety

I was reading about the Omega Seamaster 300 (the 1960s version) and found that not only did it use tritium lume on its dial, but also on its rotating bezel numbers and markers.

Given that tritium is radioactive, and the bezel is exposed, unlike the dial, is this a safety concern?

Why put radioactive material on the outside of a watch, where it can be touched?
