This is a Tiger Concepts "5508 Style X1", which is supposed to be an homage to Rolex's 5508 reference, and at least the dial is, but the bezel makes it look more like the 6538 made famous by Sean Connery in several Bond movies. This version has the Miyota 8315 movement.
