There is certainly a tradition of commemorative/presentation watches in Russia and the USSR.
I seem to have got lucky and picked up a 'new' (unused) Poljot Elite from 2006, complete in the original box with manual. The strap's not ever been done up, it's absolutely as new as a 15 year old watch can be.
I couldn't even bring myself to do the strap up to take the below picture! lol
The caseback is laser etched:
